Williamsville Renewal Utility Information
Project background
Utilities Kingston has partnered with the City of Kingston to implement the Williamsville Renewal project. This is the fifth phase of the Princess Street "big dig" project series and will advance major utility upgrades from Division Street to Albert Street, including Garrett Street.
This page will focus on utility specific information associated with the project. The City of Kingston's webpage includes street design, parking, and bike lanes.
Planning
Property owners can play an important role ensuring that any changes needed to the services on their property are completed before or during the work. Service capacity upgrades or changes generally result from three different areas: building renovations, water use bylaw compliance, and sewer use bylaw compliance.
Building Renovations & Construction:
To avoid the need to cut into freshly re-done road and sidewalks, Utilities Kingston is asking property owners in the project area to identify any capacity upgrades that may be needed for their property. This can include water, sewer, hydro or gas service upgrades that may be required due to changes that you're making to your building or property. If you are undertaking or planning to undertake changes to your property which may necessitate utility upgrades, you are asked to contact us now. Examples include renovations, infill re-construction, and any other changes that would require changes to the size and/or capacity of your utility services.
Water Use Bylaw: Link to water bylaw.
In accordance with the terms of the Bylaw properties are permitted to have one water connection for all domestic water supply needs. This means that all properties will receive one replacement water service regardless of the number of buildings or existing connections. As Utilities Kingston replaces the existing water main with a new one, all water service connections must be installed in accordance with the Bylaw. Therefore, any property which currently has more than one water service will need to be re-plumbed to accept water from one water service.
This project will include replacement of water services up to the property line. Owners who wish to pursue any upgrades or replacements to the water service piping on their side of the property line are encouraged to do so prior to the project's commencement, or they can make their own arrangements with the contractor (TBA) at the time of construction.
Sewer Bylaw: Link to Sewer Use Bylaw.
Only one sanitary sewer connection per property is permitted. No storm-water or downspout connections are permitted to discharge into the sanitary system. Any illegal sanitary system connections will not be connected to the new sewer system. Any property affected by this change will need to take steps to re-route drainage appropriately. More information about drainage and sanitary servicing rules can be obtained from the Preventative Plumbing Program.

Schedule and Project Downloads
The first phase of construction will run from Division to Alfred and is expected to start in April 2026 and wrap up for winter in December 2026. Work on the second phase will continue from Alfred to approximately Nelson for the entire 2027 construction season.
