Utilities Kingston provides water and wastewater services to customers throughout the city of Kingston, as well as gas and electricity services to customers in central Kingston. Water and wastewater
Rates for the municipal water and wastewater utilities are approved by the council of the City of Kingston.

Natural gas
Rates for the gas utility are approved by the council of the City of Kingston. The City of Kingston natural gas rates by-law allows Utilities Kingston to review its natural gas commodity, and transportation & storage rates on a quarterly basis, for possible adjustments February 1, May 1, August 1, and November 1 of each calendar year. These rates are based on market costs.

Electricity
Kingston Hydro bills its standard supply service residential and small business customers based on Time-of-Use (TOU) pricing, Tiered pricing, or Ultra-Low Overnight (ULO) prices (beginning November 1, 2023) for the electricity commodity portion of their bill. It’s distribution rates are approved by the Ontario Energy Board.

Electricity rate plans: it's your choice!
If you’re a residential or small business customer who pays Time-of-Use (TOU) electricity prices, you can choose to switch to Tiered or Ultra-Low Overnight (ULO) prices.
With TOU and ULO, the price you pay depends on when you use electricity. With Tiered prices, you can use a certain amount of electricity each month at a lower price. Once that limit is exceeded, a higher price applies.
The TOU, Tiered and ULO prices apply to the electricity commodity portion of your bill.
If you want to continue paying TOU prices, no action is required. Utilities Kingston's electricity customers, who would like to switch to Tiered or ULO prices, can use our online election form.

Time-of-Use (TOU) prices
With Time-of-Use pricing, customers are charged less at times when the demand is lowest: during the evenings, on weekends and on holidays. For example, you’ll save money by doing your laundry on weekends or later in the evening.
People use electricity differently depending on the season, so the Ontario Energy Board established two sets of time-of-use rate periods: summer and winter. No matter which season, on weekends and holidays the cheapest rates are in effect all day.
Tiered prices
With Tiered prices, you can use a certain amount of electricity each month at a lower price. Once that limit (called a threshold) is exceeded, a higher price applies.
In the winter period (November 1 – April 30), the Tier threshold for residential customers is 1,000 kWh, so that households can use more power at the lower price. In the summer period (May 1 – October 31), the Tier threshold for residential customers is 600 kWh. The Tier threshold for small business customers is 750 kWh all year round.
Ultra-Low Overnight (ULO) prices
With Ultra-Low Overnight (ULO) prices, the price depends on when you use electricity.
There are four ULO price periods:
- Ultra-Low Overnight, when demand for electricity is lowest on average.
- Weekend Off-peak, when demand for electricity is generally lower.
- Mid-peak, when demand for electricity is moderate.
- On-peak, when demand for electricity is highest on average.
With ULO pricing, you can help manage your electricity costs by shifting your usage to lower price periods when possible.
The ULO price periods are the same in the summer as they are in the winter.
