
Water & Wastewater Master Plans and Pollution Prevention & Control Plan (2025)
Project background
The current Water & Wastewater Master Plan (WSP, 2017) was adopted years ago as the guiding document for the planning and construction of major system improvements and upgrades. Many projects have been completed, as recommended in the Plan, which have improved the operation of facilities, the conveyance of water and wastewater throughout the systems and created additional capacity for growth.
The recent Population, Housing and Employment Forecast study (Watson & Associates Economists Ltd., 2024) is projecting a population growth to 220,000 by 2051 in the City of Kingston which will have a profound impact on water and wastewater servicing. The City of Kingston is anticipating expansion of the urban boundary to support this magnitude of growth and the mix of housing options required to accommodate it. Strategic areas of growth are being defined by the current Official Plan Project, being completed by the City of Kingston, concurrently with this study, and the Integrated Mobility Plan. The age of the current Master Plan and the significance of changes in development assumptions necessitate the need for new Water and Wastewater Master Plans to ensure levels of service can be maintained.
The project commenced in April 2025 and was awarded to Jacobs Consultancy Canada.
Services affected
Planning
The Water and Wastewater Master Plan Updates Project are being completed following the requirements for Phases 1 and 2 of the Municipal Class Environmental Assessment (as amended in 2024). Phase 1 of the Class EA process involves identification of problems and/or opportunities to be addressed by the project. Phase 2 of the process identifies alternative solutions to address project goals and recommends preferred solutions. See more information on the Municipal Class Environmental Assessment. Two public information centres (open-house style) will be conducted as part of this project, to be held in 2025 and 2026.
Design and Construction
No design and construction is associated with this Project. The Master Plans and Pollution Prevention & Control Plans will, however, provide a roadmap for construction projects required to support continued growth and adequate servicing capacity all the while targeting environmental improvements by way of sanitary and combined sewer overflow reductions.
Schedule and Project Downloads
The project will be completed, starting in April 2025 and ending in late 2026. It is being conducted in parallel with the Official Plan and the Integrated Mobility Plan.
When Public Information Centres (PIC) are scheduled, they will be posted here. Two PIC will be held for this project in accordance with the MCEA.
