Project background

Utilities Kingston routinely monitors the condition of the various water, sewer, gas, hydro, and fibre assets. Projects are selected based on pipe condition and other factors to ensure the right ones are replaced. Recently, the streets Vine, Main, Ellice, Ann, and Raglan have been identified as requiring utility replacement work, including sewer separation and water main replacement.

Planning

Multi-utility design, including water, sewer, gas, and hydro, is to be coordinated with City improvements. The project will include limited sidewalk and curb repairs/replacement, as well as surface paving.
Approval for the water work will be authorized under Utilities Kingston's Drinking Water Work Permit and Environmental Compliance Approval for Consolidated Linear Infrastructure. Municipal consent for roadwork will be obtained through the City of Kingston.

Design and Construction

New water, sewer, and storm infrastructure will be installed underground. This includes new mainline pipes to be installed in the road, with a connection for each home. Sidewalk and the road surface will also be replaced to match existing conditions.  

Schedule and Project Downloads

2025: October/November - Hydro Pole Relocation COMPLETE.

2026: Multi-Utility construction project is anticipated to begin in July of 2026, with work progressing until the end of the construction season in approximately November.

2027: Work will resume in the spring until the project is completed, approximately mid-summer. 

Although the schedule spans two construction seasons, work in front of each home is anticipated to last a few weeks. Utilities Kingston is finalizing the design work and will procure construction services by tender. After a contractor is selected, we will publish more detailed schedule information.
