Overview

Many Utilities Kingston customers benefit from receiving one combined bill for all their utility services, including water, wastewater, water heater appliance rental, natural gas, and electricity. Having a combined bill helps reduce costs for all customers.

Please note that if you are an electricity customer, your payments will first be applied to your outstanding electricity charges. Only after all electricity charges are paid will the payment be applied to any other balances you may have with Utilities Kingston. This order of priority is required by the rules and regulations of the Ontario Energy Board Distribution System Code.

Ways to pay your bill

Pre-authorized debit plan

The Pre-authorized debit plan (PAD) is a simple and convenient way to pay your utility bill automatically. To enroll:

  1. Complete the PAD Agreement form: Fill out the form with your information. If you haven’t received your first bill yet, don’t worry about the account number—just provide your service address.
  2. Submit your form: Send the completed and signed PAD Agreement form along with a void cheque or a pre-authorized debit form from your bank. (Note: We do not accept U.S. cheques.)

Equal Payment Plan (EPP)

Enjoy predictable utility bills with our Equal Payment Plan (EPP)! Choosing this option you pay a set amount for your utilities each month. We calculate this amount by averaging your total usage from the past 12 months. 

  • How it works: You'll pay the set amount for eleven months. On the twelfth month, you'll receive a "settle-up" bill that adjusts your account based on your actual usage. This bill will also show the new monthly payment amount for the coming eleven months. Your bill will continue to display your actual consumption and meter readings. 
  • Track your balance: You can find your current Equal Payment Plan balance on your utility bill in the EPP summary section.  
  • Eligibility: To enroll, your account must be paid in full, and we recommend a full year of billing history at your current address.

Pay through your bank

You can pay your utilities bill through your bank by teller, ATM, phone, or online banking. Contact your bank for details.

Important: Please allow enough time for your payment to reach Utilities Kingston by the due date. A service fee applies to declined payments, and returned cheques due to Non-Sufficient Funds (NSF), Stop Payment, or Funds Not Cleared.

Pay by credit card

We accept Visa and MasterCard payments through Paymentus, a third-party service provider.

Processing fee: Paymentus charges a 1.75% fee for each payment up to $2,500. This fee covers payment handling and processing costs. Utilities Kingston does not receive any portion of this fee.

How to pay by credit card:

  1. Visit the secure Paymentus website to make your payment.
  2. Call Paymentus at 1-855-570-0993 to process your payment through their automated system.

Payment centre:  cash, cheque or debit

Payments can be made by cash, cheque, or debit directly at the City of Kingston's Payment Centre, located at City Hall, 216 Ontario Street, and open weekdays from 8:30 a.m. to 4:30 p.m. 

Pay by mail

Payment can be mailed using the return envelope provided. Make your cheque payable to Utilities Kingston. Please allow sufficient time for your payment to reach us by the due date.

Pay by drop box

To drop off a payment, visit a 24-hour depository box located at 1211 John Counter Boulevard, 216 Ontario Street (City Hall), or 85 Lappan’s Lane (Utilities Kingston office). Please do not put cash in the drop box.

Sign up for MyUtilities and eBilling today at my.utilitieskingston.com. You'll need your account number and the amount of the most recent payment you made to us.

    Important information for landlords and property owners

    If your property frequently experiences tenant turnover, you can simplify the account management process and avoid fees by applying for continued service.

    Benefits of continued service:

    • Automatic account setup: When a tenant moves out, the account will automatically revert to the owner’s name, preventing service interruptions (except in cases of disconnection for non-payment).
    • Avoid standard fees: This application helps you avoid the standard application fees associated with starting new accounts.

    Late payment fees

    In order to avoid late payment fees, allow sufficient time for your payment to reach the Utilities Kingston office by the due date.

    Any account that is not paid in full by the due date is considered to be past due. Past due accounts are subject to a late payment fee at 1.5 per cent monthly of the past due amount, as well as possible collection action or interruption of utility services.
