The CANA Wastewater Treatment Plant (WWTP) was constructed in the early 1970’s for the CANA Home-building Cooperative. In 1991, the City of Kingston acquired the facility and it is currently maintained and operated by Utilities Kingston. A condition assessment was completed in 2009 and the plant is in poor condition. In addition, the Ministry of the Environment has concerns about the facility as it no longer meets today’s more stringent treatment and effluent requirements. Flows within the local sewage collection system demonstrate considerable wet-weather response resulting in overloading of the facility during rains and snowmelt
