2014 Water Main Relining Project Largest To-Date

Utilities Kingston has completed the 2014 water main relining project, our largest to-date. We appreciate that there was some disruption and inconvenience to customers throughout this process. Thank you Kingston residents for your understanding and patience!

Relining water main allows us to rehabilitate aging pipes, while minimizing service interruption and nuisance to residents. Instead of digging up the road, we excavate ‘pits’ to access the main and work from there. The relining process involves cleaning the inside of the mains and slipping in a felt liner, coated with a resin that then hardens.

Through the construction phase, Utilities Kingston staff worked with the contractor to resolve issues due to unanticipated underground and site conditions. We worked directly with residents to address their concerns in order to alleviate the issues as quickly as possible. 

On top of being less disruptive, the low-dig cured-in-place-pipe (CIPP) lining technology used is less costly than conventional methods, and results in a joint-less, fully-structural replacement pipe located inside the existing pipe.

The 2014 relining program is the largest Utilities Kingston has undertaken to-date. We rehabilitated over seven kilometres of water main this year (compared to 2.3 kilometres in 2013). Many of the streets included were scheduled for conventional reconstruction in 2014, but for various reasons were moved into the relining program. The 2013/14 winter was especially hard on the water infrastructure and several other priority areas were identified based on water main breaks.

Utilities Kingston extended the 2014 water main relining works to Fer-Pal Construction Inc., which has completed similar work for us in other parts of the city.

Underground infrastructure can be replaced using a number of methods, often divided into two major areas: conventional open cut and the less disruptive and potentially more cost-effective trenchless (or low/no dig) technologies. In addition to water main relining, Utilities Kingston also uses a pipebursting technology -  a recent trenchless technology that allows a new larger pipe to be installed within an old pipe, while bursting the latter.
