Understanding your bill
Starting in October, we’ll make the switch to an updated bill design. With a fresh look and feel, the new bill will make it easier for you to explore usage and quickly find the information you need.
We’ve put together a step-by-step guide to help you navigate and understand each section of your bill. Check it out below!

This section includes:
- Billing account number: A unique number assigned to your account.
- Statement issued date: The date when the bill was generated.
- Due date: The date your payment is due. In order to avoid late payment fees, allow sufficient time for your payment to reach us by the due date. If you are on pre-authorized payments the bill will show the payment withdrawal date.
- Amount owing: The total amount owing. This includes the current billing cycle plus any previous balances outstanding.

Our updated format features a helpful graph that breaks down charges for all of your services as a percentage of the total amount owing.
2. Total amount owing
This is the central figure in the graph, representing the total amount owing.
3. Percentage breakdown of charges
The graph is divided into segments, each representing a different service provided by Utilities Kingston. Each segment’s size reflects its percentage of the total amount owing.
The charge breakdown may vary based on your specific services. Utilities Kingston provides electricity, natural gas, water, wastewater and water heater appliance rental services. Other includes HST, federal carbon charge, adjustments, previous amounts owing, as well as miscellaneous fees such as late payment charges.
Are you on an equal payment plan?
Customers enrolled in the equal payment plan (EPP) will now find a convenient summary on the first page of their updated bill. This summary includes useful details such as the EPP balance after the bill is paid and the current monthly installment amount.

Utilities Kingston provides water, wastewater, gas, electrical, and water heater appliance rental services. Each service you receive is clearly separated under its own blue heading on your bill.
8. Meter readings
Meter readings play a crucial role in determining your charges and are displayed on your bill under two read types: estimate and actual. Utilities Kingston undertakes to collect meter readings monthly, in time with bill cycles. If we are unable to collect an actual read, we will estimate your usage based on your address history and adjust this estimate during the next meter reading.

9. Compare usage
Track your consumption over different periods! This comparison provides insights into your energy and water use, helping you make informed decisions to manage your costs effectively.
- Current period: This shows the amount of electricity, natural gas, or water you used during the current billing period.
- Previous period: This displays your consumption for the billing period immediately before the current billing period. It helps you see if your usage has increased, decreased, or remained the same compared to the last period.
- Usage for the same period last year: This compares your current billing period's usage with the period in the previous year.

The updated bill also conveniently includes your rate classification information for each service. The City of Kingston Bylaws and the Kingston Hydro Tariff of Rates and Charges include further information on the charges associated with each rate specific classification.
