Alfred Street and Elm Street Sanitary Sewer Reconstruction
Utilities Kingston intends to reconstruct the existing Alfred Street and Elm Street sanitary sewer. This work is identified as a required improvement by the 2017 Utilities Kingston Water and Wastewater Master Plan Updates Study, conducted with public input in accordance with the requirements of the Municipal Class Environmental Assessment process using the Master Planning Approach #1.
A public open house took place on Wednesday, October 24, 2018, at the Memorial Centre Rotunda. Staff from the Utilities Kingston engineering department shared information on the work and answered questions from the public regarding the sanitary sewer construction on Princess, Alfred and Elm Streets.
Design and Construction
Utilities Kingston has awarded the construction contract to Len Corcoran Excavating. Properties in the immediate construction area were sent a letter prior to construction commencing identifying the contractor contact information and the start date for construction.
Reconstruction work for this project started in October 2018, with an anticipated completion date of May 31, 2019. Please note that these timeframes are only projected and are subject to change due to inclement weather conditions and unforeseen circumstances. All construction work will be strictly confined to the road right-of-way. There is no planned sewer or water servicing work.

Schedule and Project Downloads
The underground construction work at the intersection at Princess Street and Alfred Street was completed on November 16, 2018.
The anticipated construction schedule for 2019 is as follows:
- Elm Street (Chatham to Alfred) – Underground construction to start Monday, April 8, 2019. Elm Street closed to through-traffic from Chatham to Alfred Street April 8 - April 22, 2019.
- Alfred Street (Elm to Princess) – Alfred Street closed to through-traffic from Elm to Princess Street April 23 - June 20, 2019.
