Third Avenue Reservoir and Pumping Station Expansion
Utilities Kingston has initiated a Class Environmental Assessment (Class EA) to expand the existing Third Avenue Reservoir and Pumping Station in order to ensure continued reliable service. The purpose of this EA study is to confirm the size of the future facility, and make recommendations as to the type and configuration of the reservoir. The need to expand the existing reservoir and pumping station was established as one of the recommendations in the 2007 Master Plan for Water Supply for the City of Kingston Urban Area. The future reservoir and pumping station is to be located at the same location. The exact building and structure to be built will be determined as part of the Class EA study. This Class EA study will also consider the means of enabling the expansion to occur with minimal disturbance to the water distribution system and area residents and businesses.
The study is being conducted in accordance with the requirements of a Schedule B project under the Municipal Class Environmental Assessment (October 2000, as amended in 2007). The Class EA process involves identification of flow, storage, and pressure requirements, assessment of alternatives for implementation, and consultation with agencies and the public. The alternative strategies will be evaluated to ensure the preferred solution minimizes impacts on the natural and social/cultural environment while optimizing capital and operating investments.
