CANA Wastewater Treatment Plant
The CANA Wastewater Treatment Plant (WWTP) was constructed in the early 1970’s for the CANA Home-building Cooperative. In 1991, the City of Kingston acquired the facility and it is currently maintained and operated by Utilities Kingston. A condition assessment was completed in 2009 and the plant is in poor condition. In addition, the Ministry of the Environment has concerns about the facility as it no longer meets today’s more stringent treatment and effluent requirements. Flows within the local sewage collection system demonstrate considerable wet-weather response resulting in overloading of the facility during rains and snowmelt.
The facility consists primarily of an extended aeration process tank that is rated for 94.6 m3/day. The plant services a 32 home subdivision located north of Kingston Mills Road, between the Kingston Mills locks and Highway 15. No further developments are planned to this subdivision. While the current facility meets numerous effluent targets, Utilities Kingston and the MOE have concerns about the facility in terms of both condition and effluent quality.
In late 2009, Utilities Kingston issued a request for proposal for Engineering consultants to complete the necessary Environmental Assessment (Schedule C), Detailed Design and Construction Administration for upgrades to the CANA WWTP facility. The local firm of J.L. Richards & Associates Ltd. was awarded the contract, which will span around 3 years, from the Environmental Assessment (EA), through to construction and commissioning of the facility
Schedule
The Municipal Class Environmental Assessment is following a Schedule C process. Within this process, there are numerous points of contact with the public on the matter, to disseminate information to and solicit feedback from interested individuals, agencies and governing bodies. This may be in the form of mailings, Public Information Centres (PIC) and/or formal or informal meetings. As part of this assignment, a Public Liaison Committee (PLC) will be formed and maintain a closer involvement with the Study Team.
