Notice of Study Completion: East Water Service Area Treated Water Storage Schedule B Class Environmental Assessment

Utilities Kingston has completed a Municipal Class Environmental Assessment (Class EA) for the Kingston East Water Service Area Treated Water Storage Project. The recommended undertaking is an elevated water storage tank with a capacity of 6.35 ML, to be located on the eastern portion of Lot 220 in the St. Lawrence Business Park. The proposed elevated tank will be approximately 50 m high and will provide additional treated water storage in the Kingston East Area. This recommended alternative allows for the decommissioning and demolition of the existing Gore Road Standpipe once the new facility is commissioned.

This project is being planned under the Schedule B of the Municipal Class EA. Subject to comments received as a result of this Notice, and the receipt of necessary approvals, Utilities Kingston intends to proceed with the design and construction of this project. The capital budget for this project, excluding the decommissioning of the Gore Road Standpipe, is estimated at $6 million + HST.

Comments should be provided to Utilities Kingston on the proposal within 30 calendar days from the date of this Notice. Comments should be directed in writing to:

If concerns arise regarding this project, which cannot be resolved through discussion with Utilities Kingston, a person or party may request that the Minister of the Environment make an order for the project to comply with Part II of the Environmental Assessment Act (referred to as a Part II Order), which addresses individual environmental assessment. Requests must be received by the Minister at the address below within 30 calendar days of this Notice (i.e. comments are due before April 21, 2011). A copy of the request must also be sent to Utilities Kingston. If no request is received within 30 calendar days of this Notice, Utilities Kingston will be permitted proceed to design and construction as outlined in the Project File.
